Submission Rules to the International Festival – 2024

23rd Florianopolis Children’s Film Festival

 

1. ORGANIZATION

Lume Cultural Productions is hosting the 23rd Florianopolis Children’s Film Festival in 2024. The event aims to showcase Brazilian and international productions exclusively dedicated to children, promoting, encouraging, and providing access to children and the film market.

 

2. FESTIVAL DATE

The festival will take place from October 12th to 20th, 2024, at the Ademir Rosa Theater and Gilberto Gerlach Cinema room at the Integrated Center of Culture, as well as in itinerant exhibitions for public school students and communities in the Greater Florianopolis area. Additionally, it will be available on the exclusive Florianopolis Children’s Film Festival channel and a partner streaming platform.

 

3. SUBMISSION

3.1 – Submission for the National Competitive Exhibition is free and open to movies of all genres and short-film formats lasting up to 20 minutes that cater to children and youth. The submitted productions must not have been previously released in Santa Catarina.

3.2 – Submission is open until Saturday, May 25, 2024, and must be done online by completing the registration form on the event website www.mostradecinemainfantil.com.br, where this regulation is also available.

3.3 – For submission, versions of the movies will be accepted in any format and in adequate resolution for streaming. At the end of the registration form, in the indicated field, the person responsible for the film must provide a non-expiring secure link (Vimeo, Youtube, own server, or any other) and a password for the film to be evaluated by the jury.

3.4 – During submission, the director must upload, AT LEAST, 3 (three) images of the film: 1 poster (minimum size A3 in pdf for printing or in high resolution – 300 dpi) and 2 stills (files in PNG, JPEG, TIFF, or EPS format, 1920 x 1080 pixels – with a minimum resolution of 72 dpi and file name indicating the title of the film).

3.5 – After completing the registration form, the director will receive a submission confirmation by email.

3.6 – No film or video sent after the deadline will be accepted.

 

4. SELECTED FILMS

4.1 – The list of selected candidates will be released by July 10th, 2024, and will be available on the event website (item 3.2).

4.2 – After the release of the selected films, the 23rd Florianopolis Children’s Film Festival team will contact the filmmakers by email requesting the film file for exhibition – within the specifications described in item 4.4.

4.3 – The selected movie files must be sent online following the instructions provided by our team within a maximum period of 15 consecutive days after receiving the selection email.

4.4 – Materials must adhere to the following specifications:

  • Only High-Resolution films will be accepted. The minimum requirements for screening are Full HD format (1920×1080) or higher, with a framerate of 23.976, 24, 25, 29.97, or 30, using the H264 codec with a .MP4 extension, BITRATE NOT LOWER THAN 20,000 (twenty thousand), and stereo audio, 48KHz, 24-bit, using the AAC codec with a bit rate of 320 kb/s;

FILMS THAT DO NOT MEET THESE REQUIREMENTS WILL NOT BE ABLE TO BE SCREENED ON THE MOVIE THEATER SCREEN OR ON THE SELECTED PLATFORM.

  • Files (movies, trailers, accessibility, and images) should be named with the full title, accessibility reference, and/or trailer followed by MCIF, separated by “_”. Examples:
    – Film_title_MCIF.mp4
    – Film_Title_Promotional _Image_MCIF.mp4
    – Film_title_Sign_Language_MCIF.mp4
    – Film_title_Trailer_MCIF.mp4
    – Film_title_Subtitles_PT_MCIF.srt.
  • Movie trailer, if provided, should have a .MP4 extension (optional);

4.5 – If there are difficulties in sending the film online, the film/video file must be sent on a USB flash drive or external hard drive with the same specifications as the files required in item 4.4 and must be delivered in person or by post, valid on the postage date, to the following address:

4.6 – Printed promotional materials, such as posters, folders, flyers, and photos, can be posted on the internet, delivered in person, or sent by mail to the same address as in item 4.5.

4.7 – Shipping costs related to films or graphic materials will be borne by the submitter; otherwise, they will not be accepted.

4.8 – The festival organization will not be responsible for any damage to the materials sent.

4.9 – The DVDs, as well as the other materials sent, will remain in the collection of the festival and will not be returned.

 

5. SELECTION

The jury will select films and videos based on technical and artistic aspects, with content suitable for children, according to the indicative age rating provided by the Brazilian Ministry of Justice and of a playful and/or educational nature.

 

6. AWARDS

The 23rd Florianopolis Children’s Film Festival will offer 03 (three) cash prizes for the Best National Film category, as determined by an Official Jury, the Children’s Special Award, decided by a Children’s Jury, and the Best Film as chosen by a Popular Jury. Each winner will receive the amount of R$ 1,500.00 (One thousand and five hundred Reais).
The Best International Film will be honored with a trophy and a certificate from the 23rd Florianopolis Children’s Film Festival.

 

7. ACCESSIBILITY AND UNIVERSAL DESIGN

Continuing our commitment to accessibility, the Florianopolis Children’s Film Festival ensures that selected films comply with legal requirements. This includes providing versions with CC Audio Description (for the blind and visually impaired), Libras (sign language), and Subtitles for the Deaf and Deafened, meeting the specifications outlined in item 4.4. If selected films lack these versions, our production team will collaborate with filmmakers to address this matter promptly.

 

8. GENERAL REGULATION

8.1 – Films selected for the 23rd Florianopolis Children’s Film Festival will be screened free of charge throughout the event for students from public and private schools on weekdays, and for the general audience on weekends. Additionally, free screenings may be held throughout the year at the “Cineclube da Mostra” (Festival’s Film Club) or in special projects of the production company.

8.2 – Printed materials, photos, and excerpts from the submitted and selected films may be used by the event organizers to publicize the festival in the media.

8.3 – Filmmakers are responsible for obtaining the necessary rights to use images and sounds in their works, in accordance with copyright legislation in the country.

8.4 – The pieces must be presented by their authors or legal holders of their rights. By submitting a production to the festival, the director/responsible party/rights holder of the film automatically authorizes its screening, either in full or in part, publicly during the Florianopolis Children’s Film Festival.

8.5 – The person responsible for the submission declares, at the time of submission, that all elements, including the soundtrack and stock images, used in the submitted production do not violate any image use rights or intellectual property of third parties. Therefore, they agree to assume exclusive legal responsibility for any claims, lawsuits, or litigation resulting directly or indirectly from the screening or use of the works.

8.6 – Submission to the 23rd Florianopolis Children’s Film Festival implies the acceptance of all conditions outlined in this regulation by the participants.

8.7 – Any omissions will be resolved by the festival’s organizing committee.
